Project Procurement Manager, ASEAN (for Energy sector)

Our client is a foreign MNC in the Energy and chemical sector.

Reports to :  Head of Plant & Maintenance Procurement

Purpose of position :

  • To manage and co-ordinate the purchase and supply of all equipment and services required by LG for the SLU Project and existing facility.

Responsibilities :

  • Lead the Project Procurement Team, setting priorities and goals
  • Establish a procurement plan for each project, clearly identifying who will be responsible for each major purchase, the available budget, timelines and deadlines
  • Take direct control of specific purchases as per the Project Specific Procurement Plan
  • Identify suppliers to match specific project needs
  • Plan, implement, and manage the bid process, negotiate with suppliers, and prepare CoBs
  • Generate reports on savings achieved through the procurement process
  • Obtain purchase approvals, draft contracts and POs
  • Monitor and expedite deliveries and evaluate supplier performance
  • Contract management including preparing claims and backcharges, negotiating and arranging settlement
  • Work closely with  Engineering to leverage combined spend and common suppliers to reduce Group’s overall cost
  • Maximize the utilisation of local vendors where cost savings can be realized
  • Engage procurement support from within the region and from Global Procurement as required
  • Represent procurement in the SLU Project Management Team


  • Degree in Mechanical or Chemical Engineering, and/ or relevant Business degree
  • Minimum 10 years of process industry experience which includes a minimum of 5 years’ experience in purchasing project equipment and services.
  • Experienced in Contract Management and relevant terms and conditions of purchase
  • High levels of self-motivation, autonomy, energy, tenacity and a strong drive for results
  • Strong commercial expertise with highly developed negotiation and contracting skills
  • Good understanding of quality, safety and environmental requirements for suppliers on major projects
  • Experienced in working with specifications for plant equipment and related services
  • Project management skills including scheduling, budgeting, prioritization, resource management
  • Able to work effectively in a matrix, and align the needs of the SLU Project and Group procurement
  • Effective communicator and team player
  • Co-ordinated and organised
